Under Japan’s Country Assistance Program for India (created
by Ministry of Foreign Affairs, Japan) for the year 2005,
the Japanese government is giving importance to aiding India’s
forest sector. Between 2002-2005, JBIC agreed to finance five
forest related projects in India, which came out to be half
of the total forest related projects financed by JBIC over
that period. In India, large numbers of people are depending
on the forest for their livelihood and especially in the Orissa
State, one third of the population depends on the forest for
its livelihood, most of which are tribal. They are extremely
poor and earn and live on less than 1US Dollar per day. The
Orissa Forestry Sector Development Project under feasibility
study by JBIC for financing does not have the people’s approval
and many local people are against this project. Neither is
the inhabitants being provided sufficient information about
the project nor are they being consulted.
JACSES is working to strengthen project monitoring activities
for this project, in order to ensure full disclosure to and
approval of the residents. And thus, avoid or minimize environmentally
and socially negative impacts arising from this project.
